When do I need the AC-PU-FB-HDL20?

When you rig with two motors. RCF specifies it as the accessory to add to the fly bar when the pickup is made with 2 motors.

Which fly bars does it fit?

The HDL 20-A and HDL 18-AS fly bar, the FL-B HDL 20-18 suspending bar. That bar comes with one pickup tab with shackle, so this is the second pickup for a two-motor hang.

Does it include the fly bar?

No. It is the pickup tab with shackle and 2 pins only, for adding to a fly bar you already have.

AC-PU-FB-HDL20 or FLB60696?

They do the same job for different systems. The AC-PU-FB-HDL20 is for HDL 20-A and HDL 18-AS rigs, is steel and weighs 2.09 lb (0.95 kg).
